Everyone Outdoors Program Application

The Everyone Outdoors Program provides free Discover Passes to community and volunteer groups, youth and outdoor recreational programs, nonprofit, veteran, and other organizations that serve communities who face barriers to outdoor access. 

This is a collaborative effort by Washington State Parks, Washington Department of Fish and Wildlife, and Washington Department of Natural Resources.

2026 Everyone Outdoors applications  

Applications for the 2026 Everyone Outdoors program are now open! Read on to review qualifications and learn how to apply.  

Requests will be reviewed and fulfilled monthly on a first-come first-served basis. Applications submitted by the third Friday of each month will be processed by the third Friday of the following month. Applicants will be notified of their application's outcome via email and passes will be mailed within 7-10 business days of the decision date. More than one request can be made within a funding cycle. Priority will be given to: 

  • Under resourced organizations 
  • Organizations that directly serve communities who face the highest barriers to outdoor access 
  • First time requests

Ways to apply

There are two ways to apply:

  2. Download an application (English, Spanish, Chinese). Submit completed application by email to DEI@parks.wa.gov or by mail to:

Qualifications 

Groups applying must be located in Washington and serve Washington state residents who face barriers to outdoor access.  
Discover Passes provide up to two vehicles with annual access to state recreation lands. Passes must be used to provide access to the outdoors through programming led by the applicant group or organization. The passes cannot be used for fundraising or other indirect purposes such as auctions or gift baskets. Pass distribution for use with participant vehicles is only allowed if it supports organization-led programming on state recreation lands. 

Examples of eligible uses: 

  • Use with an organization’s 12-passenger van that transports participants to a program or event. 
  • Distribution to families attending an organization-led event in their own vehicle on state lands that require a Discover Pass. In this case, families receiving the pass are encouraged to continue using it on their own. 

Examples of ineligible uses: 

  • Fundraising, such as an auction item. 
  • Distribution to individuals or families for use on their own when there is no connection to an organization-led event on state lands requiring a Discover Pass. 
  • To support an event whose purpose is recruitment to an organization. 

Other free ways to visit

There are many other ways to access state-managed recreation lands for free. You can borrow a Discover Pass from a local library, drive a vehicle with exempt plates, discount passes, volunteer and more. Learn about the Free Ways to Visit.
